The trustees of Te Whānau a Tauwhao ki Otawhiwhi Trust govern the affairs of Te Whānau a Tauwhao ki Otawhiwhi in relation to the benefits derived from the Ngāi Te Rangi Treaty Settlement. The trustees are accountable to the members of Te Whānau a Tauwhao ki Otawhiwhi and are responsible for reporting to hapū members at hapū hui.

The members of Te Whānau a Tauwhao ki Otawhiwhi elect the trustees to the Te Whānau a Tauwhao ki Otawhiwhi Trust via the election process in the Te Whānau a Tauwhao ki Otawhiwhi Trust Deed. The members of Te Whānau a Tauwhao ki Otawhiwhi also elect a trustee to the Ngāi Te Rangi Settlement Trust and Te Rūnanga o Ngāi Te Rangi Iwi Trust via the election process contained in the Ngāi Te Rangi Settlement Trust Deed.

The Otawhiwhi Marae Trust administer Otawhiwhi Marae affairs.

Te Whanau a Tauwhao Hapū Trust Profile

Background/Purpose: The trust was established in October 2013 to recieve and manage any benefits for Te Whānau a Tauwhao arising from the Ngāi Te Rangi Treaty Settlement. Such benefits will be distributed to Te Whānau a Tauwhao ki Otawhiwhi Hapū Trust from the Ngāi Te Rangi Settlement Trust.

  • Management of Trust assets. At this stage no cash assets received.
  • Distribution of information to hapu members

Election Policy: Trustees have a term of 3 years. The election process is governed by the Te Whānau a Tauwhao ki Otawhiwhi Trust Deed which holds that elections will be held at the annual general meetings of the Trust, where Te Whānau a Tauwhao members are able to vote by secret ballot.

Hapu Communities

The Ngai Te Rangi Settlement Trust is founded on its 11 Hapu Communities. This applies particularly in the case of trustee elections and financial distributions to hapu communities.

Trustee Elections

Each of the 11 Hapu Communities elect a trustee to NST and TRONIT in accordance with the process set out in the Ngai Te Rangi Settlement Trust Deed. The election rules prescribe that for the purpose of voting, a member must register their Hapu Community of ‘first preference’ and can only vote in the election of a trustee for that Hapu Community.

A rotation policy ensures that Trustees are up for election every 3 years. Once elected, the trustees are responsible for the administration of the Trust’s assets for the benefit of the present and future members of Ngāi Te Rangi.

Financial Distributions

Each of the 11 Hapu Communities set up a trust to receive distributions from NST, amongst other things. Those trusts each receive a share of an initial $2 million fund that has been set aside for hapu community development.

From 2016, Hapu Trusts (on behalf of the Hapu Community) will receive a share of 40% of the annual available income of NST. The value of the payments to each Hapu Trust will be determined by the number of adult registered members of the Hapu Community as a percentage of the total number of adult registered members of Ngai Te Rangi.
